I've had first-hand experience with a few of the agencies over the years as a scientist working for public businesses, especially the EPA. The scientists who work there really drew the short straw compared to ones who work at NASA, and I feel sorry for them.
The issue is polluting companies hate them because they have to tell the companies not to dump mercury, lead, chemicals and chicken manure in the water. Those companies are rich and have insane resources to influence politicians. They want your agency dead and will do anything to discredit your work.
I thought George H. W. Bush, Clinton, and Obama all had decent understanding of science and most of the agencies did some incredibly good work under them. But G. W. Bush simply didn't understand and set back things like stem cell research. Trump is like a wrecking ball for some of the simplest, most obvious and most important science — like pollution. As an earth scientist, it's absolutely soul destroying.
